As far as I can tell quickly (as in without a full RTFB), this *LEAKED* Anthropic *DRAFT* bill is FRONTIER, with stronger transparency clauses, weaker enforcement clauses and somehow actively stronger preemption, plus some attempted fixes and some bugs.
